UFO shaped clouds seen over Texas and a strange light is seen darting above Indiana have sparked claims the controversial High-Frequency Active Auroral Research Program (HAARP) was being restarted.
Others believe the two incidents in America could even be down to so-called "cloaked UFOs" when flying saucers are supposedly concealed among clouds.
HAARP was a weather ion research program jointly funded by the US Air Force, US Navy, the Defense Advanced Research Projects Agency (DARPA) and universities.
It began in 1993 and at the height of conspiracies, some theorists claimed it could change weather patterns, cause earthquakes, droughts and storms.
Other wild claims included it being able to disable satellites, target enemies and even control people's minds.
Allegations went as far as saying it caused the 1996 crash of TWA Flight 800 and the 2003 Columbia space shuttle disaster.
Scientists rubbished these claims saying all were outside HAARP's abilities and most were beyond natural science.
Actually, based on a sub-arctic facility an Air Force-owned site near Gakona, Alaska, HAARP's purpose was to analyze the ionosphere and investigate the potential for developing ionospheric enhancement technology for radio communications and surveillance.
It temporarily ceased in May 2013 and was officially closed a year later.
But some conspiracists claim it has been secretly continued and the two phenomena in the last month were proof of this enough.
First "UFO-shaped" lenticular clouds appeared over Robertson and Leon Counties during flooding in eastern Texas, causing flurries of speculation on social media that they were cloaked UFOs or HAARP was in operation.
One online poster wrote: "Very classic weather manipulation signature, and this tends to fool the ignorant among the masses because HAARP and NORAD can create what appears to be a normal weather phenomenon anywhere they wish to do so… and it never seems to be obvious to the intellectually-less-gifted that these phenomena are out of place."
But, meteorologists were quick to explain that they could have been caused by strong winds which "set up a cold front."
It allegedly leaves a cold pool of air acting as a form of barrier that pushes up moisture-laden air which forms the strange clouds.
The more recent posting of a bizarre light darting around in a cloud led the witness to reach this conclusion which he posted on a UFO website alongside the video.
The unnamed witness said he filmed the strange light through the clouds above Greenwood in Indiana.

He wrote: "I was out riding my bicycle and a storm was approaching, then this strange light caught my eye so I pulled out my phone and shot this video.
“I had no idea what it was until I did some research when I got home and found out that it's called HAARP, a government research program. Take a closer look at the beginning of the video right when the beam disappears for a second it moves part of the cloud upwards then comes back.”
But prolific UFO seeker, Scott Waring, who edits the website UFO Sightings Daily, insisted it was also a cloaked UFO.
He wrote that the light "seems to be curved around a disk at the top of the cloud" and suggested the "cloaked UFO was accidentally uncloaked by the sunset."
Some scientists who have viewed similar videos uploaded to YouTube believe it can be explained.
Meteorologists say the phenomenon is linked to storm clouds called cumulonimbus clouds.
Walter Lyons, a meteorologist from WeatherVideoHD, watched an almost identical occurrence.
He wrote: "The answer lies in this: ice crystals, especially long needles, tend to become aligned with the ambient electric field.
"So what you are seeing is sunlight reflecting off ice crystal faces that are constantly being oriented by the developing electric field just above the cumulonimbus top.
"Then there is a discharge in the cloud, and the field collapses momentarily, and the crystals begin to realign again. Then this just keeps happening over and over."
Some scientists believe more research is needed, while still discounting wilder theories.
The Cloud Appreciation Society expert Les Cowley said: “We do not really know what is happening. We need more hard evidence, more measurements and cloud-physics modeling before we can hope to come up with a clear explanation. At the moment, we are nowhere near that position.”
